Passport Issues

I would like to ask why can’t Brunei provide those P.Rs, who are born in Brunei, a proper Brunei passport. I am asking this because every time I want to visit a country like Kuala Lumpur, I have to apply for visa, which occupied one whole page and is only valid for 3 months. Imagine if I want to travel frequently in a year.
Why can’t Brunei provide us a citizenship and segregate it by class.
For example:
For Local yellow IC - Class 1
For Red IC - Class 2
I don’t mind if I still only have the benefit of the red IC, where we cannot apply for housing scheme and such but at the very least we can get to travel without having to apply visa in some countries. Some countries even refuse to let us into their country even with a proper visa, as they cannot accept Identity Certificate book instead of a passport.
I went to Korea recently and we were questioned by the officer there, asking us why we are not having a passport. I hate to admit it but sometimes it is a shame to call our self Bruneian but when we are only a PR with no citizenship.
